The safe is on the second floor of the Shinra Mansion. You need a four digit code to open it, which is always different, but it's easy: you just need to count.

I have them locked, and I don't know how to unlock thdm. Perhaps I'll look it up, then. Sounds fun.

Oh, did you release the Cactuar from the safe in the Mansion? I believe that unlocks the three missions.

If I'm not mistaken, there is a special set of missions that ultimately end in the Cactuar Materia. Same with Tonberry. You siould look up the mission FAQ.

They do have a different name, they are two different people, what I was trying to say is that Vaati and Veran are simular because Vaati is based on her appearance. I never got very far because I wanted to play it with friends.

I don't think they were called anything else, maybe it was a translational error. Vaati isn't under that alias but instead goes under the name Veran, the Sorceress of Shadows. Basically this was the original artwork or concept and they just tweaked it for a bit and the gender. Can you see the similarity? She is
mostly alike to the Vaati Reborn form he has.
