I kind of just assumed Penelo was Vaan's girlfriend from the first time I played XII. The romances in FF have always been rather...restrained. Even Cecil and Rosa, who were in quite a serious, established relationship (in the FF world, at any rate) throughout FF4 didn't kiss and hug and show a lot of physical affection towards one another. Tidus and Yuna

of FFX. Physical affection as we see it in our world is not translated in the same way in the worlds of FF, and it seems that although the characters are 'in love' or 'together', their feelings are expressed more through dialogue than actual physical affection.
The same can be said about Balthier and Fran - it is explicitly stated that she is his partner, and it is unusual for a Viera to 'partner' with a Hume. A lot of people interpret it as being professional or work partners, but it's clear later on that their relationship is romantic. Fran doesn't strike me as the lovey-dovey type but I'm sure they had some alone time together in the Inns or something ;-p

In regards to anybody who says they're just friends. I'm of the complete belief that a guy can never be "just friends" with a girl. Girls might be able to be friends with a guy, I don't know because I don't know how it feels to be a girl, but girls, don't be fooled. If a guy is hanging around you often as a friend, no matter how cool he acts he wouldn't mind seeing you naked, and you can take that to the bank. As for Penelo though, during that scene near the beginning when she runs out to meet Vaan in the Giza plains and then again when she leaves the party, both times telling him how great it is to be out hanging around with him, yeah she likes him.

As stated before, in the beginning of XII it's kind of murky. Yet, the more you progress through the game, and if you get RW, the more the relationship develops. They may have been friends in the beginning, but it defines into a more personal level at the end.

And yes, I believe that Fran and Balthier are partners. Not partners of a professional level, mind you.

The answer should be obvious and its yes. You will notice her attachment to vaan and she doesn't wanna leave his side. Though vaan doesn't make any advancements. I wish for a Vaan and Ashe though its not gonna happen lol

@Freya: ...now I really wanna try playing Revenant Wings again. Now where is that DS of mine, I know it should be somewhere around here, collecting dust...

Since I haven't gotten very far into Revenant Wings, I have to say that I sorta want them to just love each others in the ways as brother and sister. According to the very small piece of information that you get out of it in FFXII, they were brought up that way by Penelo's parents, until they officially both became orphans. But then again there were some times when I felt some sort of tension between them. I don't know, tough question.

I didn't read any of the comments after Freya's, being afraid of RW spoilers. xD So sorry if I just stated something others already did in earlier comments.
