I'm guessing the wolves are suppose to drop the Kotetsu then? Well if you chain them, they will probably have a higher chance of dropping it. Otherwise, you can also steal from them or poach, both might give you the item that you are looking for. Poach will turn them into an item when they are at critical HP. Steal, well you probably know what that does. These are all methods for increases your chances, but definitely chaining them will increase your drops and chances of getting the item you are looking for.

When I steal from them the only thing I get are quality hides
and other ordiary loot. Would getting the monograph for giants help with my problem? |

I don't think that the werewolves are consider giants. I know there are two monsters called werewolves I think that are in the Giza Plains that stand up right like regular people. They might be considered giants, but the best way to find out is go into your bestiary. In there is should say what class or family they belong to. Then you will find out what monograph you would need. But yes, monographs do increase your drop rate. Also the theif gloves or whatever they are called increases it as well.
But remember that if the Kotetsu is a rare drop or steal, then just because you are getting quality hides from them does not mean you will not eventually steal a Kotetsu. If it is a rare item, then it is going to take a lot of attempts.

I checked the bestiary and it said that werewolves are giants.
(I checked because I got the hunter's monograph and didn't notice much because the hunter's monograph increases drops for beasts) |

Yeah, beasts are probably just the normal wolves that run around and other animals. But if the item drops from them, all I can really say is that it will happen eventually it will just take patience. If the werewolves are what I think they are, I do not remember there being a lot of them, so to give you an example. Icebrands, a sword that is pretty good around the level 30/40 range. They drop from the undead in the Stilshrine, well I killed 1000+, I know because I chained 999 and then some. Out of all that, I only got 20 Icebrands, that is like one out of fifty kills. I do not know how many werewolves there are, but unless there is a lot of them, you will need to kill and zone a lot. So expect it to take a while.

The problem with that is that I am only level 20 with only Vaan and my weapon is a rod. So the only way I can kill the werewolves are by using mist knacks and it usually takes two to kill the wolves. So I need to go back to the adjacent save sphere to recharge MP and then that ruins my chain.

How far in the game are you? I get this feeling that you are not really that far along if you are only using Vaan. Because if you are doing that you probably should wait and hold off until you have a full party with you.

I am at the beginning after the Penelo crystal quest and I need the kotetsu so it will be easier to get the gladius early in

the kotetsu isn't really a neccesary weapon. It's the weakest katana there is, and you can buy it in stores when you are in the right point of the game. Some of the enemies on the ozmo plains drop a better katana if you are really that desperate for one.
But like andromeda said..so you are really too early in the game and it's not even neccesary in any way. It's not like you are going to need to be "all powerful" where you are right now. I'd just chill out a little bit and hold off if i were you. stop using beasteries, walkthroughs, watching you tube videos and just play the game.

Yeah, I read that guide yesterday, which was why I was thinking you were still at the beginning of the game. Honestly, you are vastly over leveled, and do not really need to be that high for the game. And in the scope of the game, levels is not what wins the game, it is the license grid. Levels namely increase HP and MP, which do help, but without the license for the better equipment and the ability to buy said equipment, the levels will not help you out that much.
Naturally when you have said equipment, you are going to be really powerful because you have it. But I would suggest playing the game normally the first time through, you get a better experience feeling the challenge and difficulty. You can play however you want, just my advice.

I went through the game once without anything, got up to the leveithen, beat the judges and decided that my characters were to weak since I had some trouble killing the judges. (Vaan was level 12)

You could have just gone and leveled up after you finished things on the Leviathan. You already had all of the work put in on getting that far, going off and leveling would not have been any trouble. But if you want to restart, that is your call.
