I thought it might be a little tricky
It can (although the chances are very slim indeed) be learned by the two mentioned and also Ruby Weapon (extremely rare indeed) and also by Dragon Zombie (also extrememly rare but I have seen him use it).

A. Now for definite I'm sure you learn it off the Materia Keeper and Godo. But I also remember it's a rare use from Stilva's in Gaea's Cliff? I rmemeber it being used ONCE.
