Just the way they designed the level, maybe they WERE going to add another section to that level but they scraped the idea. The way it is though, its supposed to be a lure to make you waste precious time as you make your journey down the Lunar dungeon.
Tricky little bastards, heh.

heh, lol thanks man. As far as the pink tails go, i encountered them 3 times now and to wipe them out fast, am using excalibur darts, but damn still no pink tail, and i am using a SNES rom, since ive noticed that Zeromus isnt some giant red thing lol.

i think FF4 has second to best storyline, and FF7 being the best storyline for me, but what the FF7 suffers is the ez final bosses and rediculously silly Jenova fights....why coudlnt they make Sephiroth as strong as Ruby or Emerald weapon LOL, or at least on the level of Zeromus...

There are a few places like that, throughout the game.
I think it's an intentional trick, like Dawezy said. There's a Behemoth somewhere on those stairs ... Behemoth isn't a random enemy, there are certain places to encounter them. Places you usually can't get around. And they put one there, in case you go up there to look around.

There is one of those in the tunnel under Baron. There is a little walkway that leads down into the water, but you cannot walk into the water itself.

yea, ive found the baron place, and the other stairwell, and im tryin to search for some more. lol..... i think both were meant for new areas, but they decided to scratch the idea instead... why, i havent come up with a conclusion for yet
