Enemy's level based on Squall only?

FFVIII has always been one of my least favorite of the series. One of the main reasons is because I don't like not being able to be able to level up to overpower my enemies. To me this is what makes an RPG an RPG.

But, anyways. I was told that the enemy's levels were based only off of Squall's level - not your entire party. The guy who told me this says the trick is to keep Squall low level and level up the rest of the party members.

Is there any truth to this? Just curious.

When Squall is alone the enemies will be the same level as him. Thats how I powered him up in the begining by fighting alone in the the training area. Now it always seemed to take the average level of all your party members. All three members could be at level 80 and the monters will be at that level too, or Squall and one other character could be at lv 80 and the third person at 40, the monsters you face will be around the lv 50 or 60.

Thats how I always figured how it worked but there are times in the storyline where enemies have a set level no matter how high or low your levels are.

It has a bit of randomness. If you have three lv100s, you still might fight lv80 creatures, even though (100+100+100)/3=100 (average/mean of the set of levels). Like GRIM REAPER said, most bosses have a set maximum level (for example, Ifrit cannot get to any level above lv6, and the sorceresses are at lv45 no matter what).

yeh, i go with this walk through and it tells me that if your char really high your monsters are pretty much same level, so you get your GF higher than your level, thats the trick, but with those party members and stuff i really don't know..

I'm not sure how that works exactly. I guess it's the average of all three characters, I had Squall on level 100 while Quistis and Selphie were on about 15 lol.. the monsters they faced were rather high in levels so it was very difficult to help the two girls level up. Like someone said above me, some of the enemies levels stop getting higher once they reach a certain point because it's pretty easy to defeat them if you are level 80 or so. Lol most of the enemies in the game are rather easy though.

I always thought the levels of the monsters went by Squall's level but I don't think that's the case.

My character's are around level 62(Squall's almost 70) and I'm only starting on the 3rd disc.. but they're still weak. I'd expect their attack power to be more than 1000, I guess I'm doing something wrong. (Squall's attack power is like.. 2k)

I lot of people think that. Squall's level is usually the highest, because you don't fight too many battles without him. So as his level goes up, so do the monters'. It's a very understandable mistake.

Squall is your main character...you can't take him out of your party in order to keep his level low ..the only way to do this is to keep him dead and never revive him until your other characters reach some high levels but the only problem in the end is....

100% correct. By keeping Squall level low and others are high, you gonna lose too many battles since Squall ( Supposed to be your strongest character ) is unfortunately the weakest one. Zell, Irvine and the others have no match of Squall strength, Besides if your characters levels are not 100 and them HPs are not 9999 you don't even have the smallest chance to defeat Omega Weapon.

My strongest character has always been Zell. Mainly because I give him Ifrit. Squall had Quezicotl and would often have highest Magic stat, and Selphie has high Magic and the highest HP stats with Shiva. That goes mainly for the beginning of the game. Once I get more GFs, I junction them to balance out their stats a little better, but Squall still gets the strongest magics first, so his stats are usually higher (except strength, since I can use R1 to make his attacks stronger). I once had Zell doin' over 1,000 damage while the others were still in the 300s or so .
