Oh don't get me wrong they ARE in my mind one of the most beautiful assets of the female form. I just don't think characters with the biggest automatically qualifies as more beautiful than someone with a more modest bust size.

For a Video game Character I would say its a tie between Quistis and Rikku, Quistis has a perfect all over body and she looks really sexy in the first intro with her glasses. As for Rikku she has a similar body only slightly smaller with a slightly differant face, I bet she would be a kinkly little slut in bed.

If it was to be an Anime Character I would say Ceres from Hellsing except without the weird hair aka a Mullet. She's got a cute voice, nice ass and perfect tits, what more could I want?
