In conservate America maybe. But I could name a handful of western countries off the top of my head that are quite sexually "liberated" (the way it should be). Fact is any country is potentially open minded in referrence to sex. It all depends on the person. Some lead their lives after dogmatic practices while others just don't give a damn (that would be me) and just get down every possible place/way.

Oh and eastern cultures...they most likely invented sex as a pleasureable practice. India with the Kama Sutra, Arabs with their harams, and the Japanese with their wooden penis rubbing in hopes of fertility, bondage and pedophile fetishes (you're actually a minority if you're not a pedophile in Japan), and kanchoing (and to think this is a kids game; guess they start at a young age).

If you think about it in a religious way..

Masterbation wastes quality reproductive material that could be used to make more babies of "religion x" and thus is thought a bad thing by members of the church.
