This is a conicendence lol I had the same problem the other day but got it done, so I'll be happy to help out. Here's the run down: 1. You should be at least lvl 28 by the time you fight him. I was lvl 28 but lost on the first 3 trys. Know why? cause I used the wrong types of jobs for a battle like that. Btw mine are Lunet ( Warrior ) Arc ( Dark Knight ) Refia ( White mage) and Leon ( Black Mage). But to win this fight you need to change your jobs for ALL 4 characters to " Dragoons ". They have the " Jump " ability which does excellent damage to flying types bosses like Garuda. 2. But before you head off to fight him fight some monsters in the grasses around Saronia to get out of the " Transition " Phase for your 4 dragoons so they can do the best damage. If you went to the Dragon's Spire you should have some armor for your dragoons and spears to outfit them if not go to one of the weapon shops in Saronia but their is only one open now ( Can't remember which section of the city it was) but check if you need to. 3. Train and get all the transition phases off your characters. After that go and kick Garuda's butt. As for winning the fight, Jump! Jump! Jump! do not pause even if someone is knocked out keep jumping. The Jumps probarly do about 1600-2500 points of damage that is if you got the transition phases off everyone. Garuda can serve up nasty double attacks and head into a lightning attack so keep jumping and he will fall in do time I hope this helps.

Yeah, I agree you only need one dragoon, mine was Ingus, maybe two just to be safe. Have a white mage heal everyone every turn no matter what happens and don't bother if any of your characters drop except the dragoon.
His thunder attack is strong but he's weak to jump and especially so if you have the wind lance (I think thats its name) equipped.

I found that so long as you have a Dragoon, it's much easier! If you dont it's REALLY hard. I was at lvl 28 too by the way

lol I was lvl 30 when I fought him. I'm good at leveling up before I fight a boss. It's always my tactic in Final Fantasy. I just used Ingus as a dragoon and kept everyone else the same as I had them.
