I think I only leveled him to like 5 or 6, since I was more in a rush to get through the game. I have not really bothered to try to level him up a lot. But I would imagine it cannot be too hard if you do. Just eventually you will run out of good leveling, and Roxas does not get any good abilities, Sora has them all.

Yeah, I didn't level him up much
 I just wanted to go play as Sora! I guess I waould got to the Mansion though and just play there and exit in and out. Just get to Sora hes the best!

That felt like an insult.Geez,I know its dam wasting time but I finished the game 25 times already.I wanted to train him ever since I heard that he can use Aerial Finish.I'm desperate to gain high level for him to find out if it was for real or not.

Well im not sure if this is that great of help but um try fighting Seifer over and over again he gives a decent amount of exp.
I guess Thats how I leveled him up,also just so you know once you fight Seifer leave the area then go back if you try to fight him again after beating him he will just say that he will beat you next time or something like that. I only got roxas to level 12.although i agree roxas is much better than sora at fighting(how do you like my sig?).you cant fight seifer after the fifth day when you have roxas.
