You spelled it wrong but I think of the right spelling now, but that's not important.
It doesn't matter what level you are in this game. The monsters level up with you. So they're level is equal to either Squalls level or the highest level in your party, I forget which. You can beat them anytime in the game.

The best place to find Elnoyles is on the pathways leading in and out of Esthar City (world map view) by that point in the game you should be plenty strong enough to beat them.
