Just look through this thread. The Adopt-A-Newbie Foundation - READ FIRST POST!!!
But the rundown is that older members take new members under their wing and teach them the ropes of the forum and how things go and work and whatnot, and try to keep them out of trouble, etc. And please add more content to your posts. Posts like 'What's that?' are frowned upon.

It shows how active you are. If you make a quota of 5 posts per day, it stays full. If you don't, it goes down.
And please refrain from double posting, for it too, is against the rules and is frowned upon. Just use the edit button located on the lower right of your post.
