answer must have 2 parts to be correct:
who says it and to whom.
where it was said.

First, that's three parts.

And I believe Barret said that line, although I don't know to whom or where. It's been ages since I played FFVII. Anyway, sounds like a Barret quote.

I think Aries says it to Cloud, in the Northern Cavern, before fighting Bizzaro Sephiroth. And dude come on, thats not really a qoute, it's more of just two words someone says.

Is there more to the sentence?

I don't remember a part of the game where JUST "Holy, holy." was spoken.

Unless it was by Bugenhagen in the Lost City to Cloud after recovering the Key to the Ancient Music Box and reading the Ancient writing around the part where the water falls and you see Aeris praying for Holy, and the Materia falling off the Altar and glowing pale green.

But even then I think there was more to the comment than that.

The problem is that lee3825 COMPLETELY mis-quoted.
The quote, in full, runs like this:

Cloud: ...Holy... Holy... is there... The Holy is shining...... Aeris's prayer is shining......!

Tifa: Holy...... Aeris......

Cloud: It's not over yet... This isn't the end yet!!

It's right before you fight Bizarro-Sephiroth in Disc 3.

There. That should answer the question completely.
