where can you find pulse ammo?

You can refine Energy Crystals through Ifrit's Ammo-RF and you will get 10 Pulse ammo per energy crystal. You can get energy crystals from the Elnoyle at Esthar. Or you can refine some of Elnoyle's cards to get energy crystals, you'd need a heap of them though. The easiest way for me was to get them from the Elnoyle. I think you can refine Power Generators as well and you will receive 20 Pulse ammo.

Oh, I think you can get Energy Crystals from Behemoths and Ruby dragons too. I think they're rare to get from them though.

I believe you can mug them from a Blitz. I think they're pretty rare though so it might take a while. You can find Blitz's near Edea's house in the forest. I'm not sure exactly which forest, I don't think it's the nearest one to her house...try others around that area. I'm sure you'll encounter one somewhere!

You can find a Power Generator in Lunatic Pandora if you examine Door 1.

You will not find an easier and more accesable way than the fixed elnoyle point in Esthar. You're guaranteed to get a fight and pretty likely to pick up the stuff you need to refine them. Just be sure to be ready for a good fight.

why are they powerfull?

Yeah, the Elnoyle is pretty powerful. You have to be prepared because if he attacks you, he'll knock a good amount of HP off per character. He also has attacks that hits the whole party so have plenty of cure spells and potions! He's not too bad though. If you have lionheart...hit him with that! Makes it a lot easier. If not, use other limitbreaks and GF. I'm sure other people use different techniques. I use GF and Squall's limit break mainly.
