I think that FFIX had great characters
many gamers say that FFIX had a lack of character development but must disagree because FFIX had great character development as all the other FF games did. If you dont think so then i will gladly explain how it does and i will explain each characters personalities, that they clearly show you throughout the games story, i wont say FFIX was the greatest FF but it certainly didnt lack character development...

I think they had great character developement too. FF 9's characters were awesome except for Qunina or whatever that character was just weird. Overall the characters were good. At least if not better than the previous FFs.

ff9 is one of the FFs that is very strong in characters.
I think some people just dont like it that theres not enough mistery/history around every character. In ff7 for instance, it takes a long time before you find out about the Ancients and even the past of your main character (Cloud Strife),SOLDIER, Sephiroth... In ff9, the life of every character is sometimes to obvious and too fast explained. But in general the characters are very good and original...

while i still personally liked ffVIII characters the most i had to say FFIX had soem nice characters besides quina.
I remeber a few years ago me and some friends were playing final fantasy outside i got stuck being zell and a friend of ine wanted to be zidane and started cryin because my other friend wouldent let him play because he hated ffix so sad

I agree that the characters in ff9 were great...actually I liked ff9 mostly because of its characters.
I think they are developed well enough, as in every ffs you don't know much about them at the beginning (Vivi, Zidane or Dagger). Each of them have a foggy past, that you discover at the right time. The characters are complex, they change during the game (take Steiner for example, or even Kuja) and learn from each other.
