I dunno about Kefka winning everything... not if I had anything to say about it. Locke's in this thing, after all.
In front of the guards and everyone, Locke descended from his hiding place somewhere near the top of the ceiling, and mugged the Emperor. Then, he quickly ascended back into the darkness, and no one could figure out where he went. Shadow was jealous of his stealthiness.
