So far, I'd have to say Azumanga Daioh.
It's the best in my opinion because of the adventures the girls go through in their Highschool life, and how the teachers are as well. Yukari-sensei is one of the best teachers around. While GW had a good plot, it was lacking in some areas. The animation was good, but it was just like any other anime out there mostly.

I would probably have to go with Cowboy Bebop, yes I know this reply has become rather redundant. However the show it self has a rather earthy feel to it. Meaning that it is easier to relate to. And the Music that accompanies the story helps set the mood and make it easier to follow. While some of the situations are harder to get into it, the characters still seam human. They have hopes and goals. Unlike other animes, ie. Ghost In a Shell, there are alot of times when the characters feel distant and hard to get to know how they think.

Best Anime : FLCL (Fooly Cooly, Furi Kuri)

Reason: This anime is without a doubt one of the funniest anime series I have watched, not only does it have great humor but the animation for fight scenes is brilliant. The soundtrack (mostly consisting of music by The Pillows) is very well suited. The plot is good and the anime in general is addictive to watch. It one of only a few I have gone and bought the box set for. Though there are only six episodes (approx 40minutes each) it manages to set a good story that is interesting, captivating and so far out it is great.

As a crazy Naruto fanboy(proud to say it ^^) I'm obliged to say Naruto is the greatest anime of all time, because it definitely is.

Favorite anime: Naruto

Reason: Story is amazing, music is wonderful, voice acting is brilliant, and NINJA's, what more could you want. How they could make a show so good is besides me.

edits: I watch Teen Titans when I get bored at 10:00, it's not bad, but hardly can compare with real Japanese anime. ^^

And as for you mr. Sasuke, yes, you with the Naruto user-name, I'm highly dissapointed in you. How could you have a Naruto user-name but not have it be your favorite anime, why don't you change your name to mr. Spike while your at it. =P (I'm just messing with ya, don't take it personally. ^^)

I'm sorta torn between Cowboy Bebop and Star Ocean EX, myself. I've only really been watching anime for last couple of years, but it was the playing of Star Ocean: The Second Story that got me into the series. It's more fantastical than Bebop and I related to the characters more easily. Bebop, however, has better dialogue and the story were more finely crafted.

Honorable mentions: Tenchi Muyo, Trigun, El-Hazard (Alternative World)
