Uh, you guys, the actress for Rikku is Tara Strong, while the actress for Penelo is Cat Taber.
As for the original question, actually, Penelo doesn't remind me of Rikku at all, not in looks, although her fighting stance is exactly the same Rikku has, but definetely not in personality; Penelo is much quieter and mature, not bubbly at all.
