Ozma is in the Chocobo Air Garden, you need a gold chocobo and a dead pepper in order to get there. First go into a forest on your chocobo so you can fly, then look for a circular shadow on the world map, use the dead pepper once you find this shadow and you should warp to the chocobo air garden.
