Basically, a thousand years ago, a war raged upon Zanarkand and Bevelle. Yevon, the then-leader of Zanarkand, knew Zanarkand's summoners were no match for Bevelle's machina. So Yevon decided to save Zanarkand, even in a memory. Then all of the citizens and summoners of Zanarkand, at the order of Yevon, gave up their lives in order to become fayth for the summoning of the "Zanarkand in a memory" we call "Dream Zanarkand", from where Tidus came from. Yevon manifested "Dream Zanarkand" far out to the sea, where one could barely find it.
Now Yevon had a problem... "What if the highly-advanced machina would find this Dream Zanarkand and destroy it?"
As a solution, Yevon, because he is a summoner too, used high gravity magic to surround himself with pyreflies and mold them into a near-invincible armor that we and the people of Spira call... Sin.
Yevon made Sin for two tasks. One is to protect "Dream Zanarkand" from attacks. Two, to destroy areas that have high population and highly advanced machina. Why? To prevent the highly advanced machina to find "Dream Zanarkand" and to prevent high population to make stronger and stronger machinas.
Sin also has another task aside from to "Protect and Destroy". Yevon made Sin so that the people of Spira wouldn't dare to go far out at sea, where they believe Sin resides. The result of this, "Dream Zanarkand" would be safe from the curiousity of the people of what's far out sea, for they believe that it's only Sin that's there.
Unfortunately, all those tasks made an ultimate toll on Yevon mind for they were too much to bear for one human mind alone. The result was Yevon's humanity fading away from him until none was left. This left Sin on some kind of "auto-pilot mode" which focused on destroying highly-advanced machina, highly populated areas, and maintaining "Dream Zanarkand's" order.
So Sin wasn't made from the then-living people of Zanarkand, as Yevon needed all of them to become the fayth who would summon "Dream Zanarkand', its structures, people, etc. Sin was made from pyreflies, or more popularly known, souls of the dead.
