I think Cloud cares about Tifa, but I don't think he's in actual "love" with her. I think she holds on to him and cares more for him than he does for her.
It's just the things you see in the game after it progesses, I mean even at the ending Spoiler:
(after he just saved Tifa) he says something along the lines of I think I know how to find her (her being Aeris)
I mean... here he is, just finished saving Tifa's life, they're hanging there on the cliff, and his thoughts are with someone else.
