Simple, drugs, in general are bad. Bad in the sence that you loose your sence of Judgement. Under the influence, you could easily kill someone without even knowing. The goverment is looking out for everyone's best interest, they just wouldn't want a lot of innocent people dying just because some dude wanted to "relax".
