There are two modes Red, Active and Wait, Wait mode is basically a turned based RPG. The only real difference between FFXII battle system and any other turned based game is that two characters are more often controled by the AI if you set them that way. And attacking actions are the base, which continue without need to decide. There are still turns, there are still menus and spells to go through. The only difference between FFXII and FFIX is that you are given the freedom to move your character and there are no random battles.

Because you can set up the game where no one will do anything unless you tell them to. Which is basically FF games, you give out the commands. That means you still have your traditional turned based RPG, but with the ability to move around and see your enemy, picking and choosing your battles. An attack still takes time, just like in any FF, a Cure to cast still takes time. It is all turned based, you just have more control over your character movement, which really does not affect the damage you take or deal. But you can get ganged up upon.

In the more default settings, the AI controls the other two characters you are no using. But you can step in and control the character at anytime, so you are still doing what you can in other FF, control all your characters and micro manage everything.

If you really look at FFXII it is no different than FFT, you can move around and fight your enemies on a board. Just this time you have a whole area map and there are no random battles. FFXII is more like any FF game then you think. It is still turned based, everything take time. You want a real action RPG get Star Ocean Til the End of Time, or something else like that. There is no turns in that game, it is all hack and slash. FFXII is not hack and slash in any form, it is turns, it takes time to attack, it takes time to cast, the only thing that does not take time is movement.
