You can steal Economizers from the Aquilas in the Phoenix Cave.
As for the Relm Sketch error, yeh it's a well known glitch in the SNES version, or at least on some of the Cartridges. There's a small chance that it can crash your game and I think corrupt/delete your saves too. =/
