Spells in FFV can be found/bought at certain locations in the game. In general, you get new spells by visiting new towns and buying them at the magic shop there, but once in a while you find a spell elsewhere.
If you'd like a spoiler, I can tell you when in the game Fire2 becomes available. Otherwise, just play through and advance the plot and I guarantee you'll find it eventually.
