I agree with what has been said above, hence my vote follows theirs. However, just for kicks I think I'll play the devil's advocate and point out that the weapon occasionally plays a pretty big role. Let's look at every fangirl's favorite bishonen villian, the long-silver-haired world-destroying insane Sephiroth. Can you really say he'd be the same ultimate villian he is if he was equipped with a dinky little knife? Or else, god forbid, a gun?
And then, what about Rydia? There's something about a badass chick toting a whip that makes you really appreciate the designers of IV. I mean, sure her attacking was crap compared to her magic, but the whips weren't about attack power... they were about style, man.
And lastly, we come to the ultimate, all-powerful, Orlandu "T.G. I-can-kick-your-butt-blindfolded-in-a-darkened-room-using-only-my-teeth" Cidolfas. Who, powerful as he may be, gets at least half of that from his Sword. I mean, look at that thing! Orlandu may be godlike with or without it, but you give it to any other character, and that character turns into twice the powerhouse that they were before. You simply can't ignore the fact that in this case, the Sword (notice I've been capitalizing it here... it's that good) makes the man.
Eh... okay, I'm done now. I agree that in theory the character is more important, but there are some times when you just can't ignore the weapon.
