Master Miller was in MGS1. He calls you as soon as you enter into airducts in the nuclear weapons facility.

The real Master Miller was killed by Ocelot under the command of Liquid. Liquid disguised himself as Master so he could contact Solid Snake by codec and lead him to where he wanted him.
