IN definitions of the best, I think Sabin has the most versatility in the WoB... since your not expecting to break the damage limit, he has a nice variety of Blitzes that you can use to do some good high damage through the first half of the game. He is a great addition to any party and really helps bring some good strike power that you need early on in some battles. I dont know where I would be without Aurabolt. Locke is another good canidate for this spot (but Sabin I think wins it) due to Capture, its handy.
In the WoR I think my ideas change... in terms of the best, thats a bit more of a tough call as it then falls on who you develop. Bum Rush is nice, in sticking with Sabin, but its a one hit strike, and he is QUICKLY outcassed by anybody with a Genji Glove doing even 5000 per strike. You could then go with whoever can stick a good Genji Glove/Offering combo, but you know, thats a bit dull for my taste, I prefer not using the Offering, and just giving guys the Genji Glove.
I think then for the WoR I really have to say this is a tough call. I think it falls on favorites, and is hard to quantify. I like Shadows Ninja goodness, quick attacks, throw is handy for many situations, and hes a decent fighter. Then again, I like GoGos ace in the hole for ANYTHING style as he really does help you make up for what you are lacking. Terra is nice, but I think magic looses some luster to physical attacks late late game, and morph is wasted. IF morph had a break damage limit ability, it would have use the 2nd half of the game, but since it doesnt, she is wasted.
Tough tough call... Sabin wins WoB... Shadow or GoGo im going with in WoR
