I can respect the decison to include such an extra feature. Under ideal circumstances, it is meant to promote player-player interactivity.
On the other hand, as I am currently unable to figure out how the hell to connect my DS to my wireless router, I too can express frustration at this unfairly necessary (to get unnecessary side quests/jobs) feature.

Your DS won't recognize your router? That's kind of odd. I haven't had that problem at all thus far. Just had a problem with the whole idea of it. Sorry to hear about your woes.
